East Berlin, November 1983, six years before the fall of the Berlin Wall: the GDR and its state security services are still repressing (dissenting) voices and their ruthless surveillance and spying system is still closing in on everyone. The perfect cog in this machine is Captain Gerd Wiesler (Ulrich Mühe), who, under political pressure, is set on a successful playwright, Georg Dreyman (Sebastian Koch), and his partner, the celebrated actress Christa-Maria Sieland (Martina Gedeck). Blindly loyal to the system, Wiesler soon realises the pettiness of his own life as he observes the lives of others.
