The eccentric old inventor has made himself a boy. Named Edward, the sentient, thinking creature is almost complete, with only scissors sticking out where his hands should be. Unfortunately, they stay there, because the old man dies before he can finish his work. Kind-hearted Peg finds him in the deserted castle. He takes the orphaned boy in, knowing that the frightening appearance masks a warm-hearted, sentient being. Edward is slowly being taken in by the rest of the town, especially since he can make himself useful with his scissors. Soon he falls in love with the pretty Kim, but not everyone is so pleased...
