Nixon, Carter, Reagan, and Johnson, the four former US presidents, commit the most perfect bank robbery in Los Angeles history. They are not the perpetrators, of course, but the perpetrators used their masks when they robbed the vault. One FBI agent suspects the gang is a group of surfers in Southern California. He himself dons a disguise, joins a group of small, lawless young men on the beach and infiltrates them.
